Kentucky Parole Board policy KYPB 07-00 states that the Board must afford every offender a file review or hearing complying with KRS 196.170. Under Department of Corrections policy CPP 25.2, a person must be notified in writing within ninety days of incarceration of their first parole eligibility date, and someone with no minimum eligibility date is automatically scheduled for a hearing and review within the appropriate time frame after arriving at a correctional institution. Before every parole eligibility hearing the Division of Parole and Victims Services reviews the offender file and other pertinent information and prepares a Risk Assessment to assist Board members in reaching a final parole decision. The policy also provides that victims must be given the opportunity to present written or verbal information during victims hearings or to add information to the offender record in the Kentucky Offender Management System, and that victims are notified of the Board's decision as soon as possible.
