Hawaii DCR Policy ADM.08.08, effective January 1, 2024, is the department's 56-page PREA policy. Section 28.0 requires multiple internal and external ways for incarcerated people to privately report sexual abuse, sexual harassment and retaliation. It names specific external contacts: the Ombudsman at 808-587-0770 (465 South King Street, 4th Floor, Honolulu), the Sex Abuse Treatment Center at 808-524-7273, the Department PREA Coordinator at 808-587-1328 (1177 Alakea St., Honolulu), and the Department of the Attorney General at 808-586-1500. Offenders may use the departmental speed-dial phone system free of charge, confidentially and anonymously, and may also file an emergency grievance. The policy states staff must accept reports made verbally, in writing, anonymously and from third parties, that there are no time limits or deadlines for a grievance reporting sexual abuse, that no informal grievance step may be required, and that third parties including family members, attorneys and outside advocates may file on an offender's behalf.
