Colorado DOC's contact page is the single reference for writing to and calling someone in state custody. Mail must show the commitment name, DOC number, facility address and a valid return address, and under AR 300-38 all non-legal mail at every state and private facility is now photocopied, with the copy delivered and the original destroyed; legal mail is also photocopied at fourteen named facilities using a copier with its memory disabled. Securus eMessaging delivers one-way messages to tablets. Incarcerated people cannot receive calls and may only dial approved numbers; participating in three-way calling can suspend a number from the list for up to 30 days per incident. The contracted Securus rate is $0.019 a minute, reduced 25 percent to $0.01425 under HB23-1133. The page also explains emergency notifications and escorted leave under AR 300-17.
