Kentucky DOC statewide telephone policy, effective February 4, 2025. Inmates must be given reasonable and equitable telephone access, and the service must be reasonably priced with rates and surcharges commensurate with the general public. Calls are collect at the expense of the person called, and third-party calls are not permitted; an institution may charge a call to itself only in an emergency with prior administrative approval. Calls may be monitored randomly or where there is reason to believe the privilege is being abused, and a sign stating that calls may be monitored must be posted at every inmate phone. Staff may not listen to a call between an inmate and their attorney. Incoming emergency calls involving serious illness, a death in the immediate family or a disaster are routed to staff who verify the emergency and may let the inmate return the call. TDD equipment is provided for hearing or speech disabilities.
