Inmate Mail Rules and Guidelines (Pennsylvania DOC)

Official Pennsylvania DOC mail rules. General correspondence and photographs must be sent to the department's third-party vendor Smart Communications at PO Box 33028, St. Petersburg, Florida, with the inmate's full name and number on 8.5 by 11 paper; photos are limited to twenty-five per mailing. Publications and photo books go separately to the Security Processing Center in Bellefonte and must come from an original source vendor. Official documents and legal mail go directly to the institution, and legal mail requires a DOC-issued attorney or court control number. Delivery of general correspondence takes six to eight days, and rejected items can be appealed within fifteen working days.
