The Maine Department of Corrections statewide prisoner mail policy, applying to all departmental adult facilities, effective August 4, 2003 with the latest revision September 19, 2018 and adopted under Title 34-A M.R.S.A. section 1403. The policy states there is no limit on the amount of incoming mail a prisoner may receive, provided it is stored within allowable property rules, and no limit on outgoing mail provided the prisoner can pay postage. Prisoners may write to and receive mail from anyone who is not incarcerated, while correspondence with another incarcerated person in Maine or out of state requires prior approval from the chief administrative officers of both facilities using a Request for Correspondence Privileges form. Separate procedures cover outgoing and incoming general mail, privileged mail, publications and prohibited materials, prohibited correspondents, packages, forwarding, suspension of mail privileges, monitoring and appeals.
